The Constitution of the Panhellenic Council

Of Central Michigan University

Article I: Name

The name of this organization shall be the Pan-Hellenic Council at Central Michigan University.

Article II: Purpose

The purpose of the Pan-Hellenic Council of Central Michigan University shall be to develop and maintain fraternity life and Inter-Fraternity relations at a high level of accomplishment and in doing so:

1. Consider the goals and ideals of member groups as continually applicable to campus and personal life.

2. Promote superior scholarship as basic intellectual achievement.

3. Cooperate with member fraternities and the Central Michigan University

Administration in concern for and in maintenance of high social and moral standards.

4. Act in accordance with Central Michigan University policies and National Pan-Hellenic Conference (NPC) rules, policies, and unanimous agreements.

5. Act in accordance with all the rules established by the Pan-Hellenic Council as not to violate the sovereignty, rights, and privileges of member fraternities.

6. Promote chapter and Pan-Hellenic leadership development.

Article III: Membership

Section 1. The membership shall be composed of all eligible fraternities. No individual will be denied membership because of race, religion, or creed. There shall be two types of membership: regular and associate.

A. Regular Membership

The regular membership of the Central Michigan University Pan-Hellenic Council shall be composed of all chapter members in good standing of the National Pan-Hellenic Conference fraternities at CMU.

B. Associate Membership

The associate membership of the Central Michigan University Pan-Hellenic Council shall be composed of all chapter members in good standing of such National Pan-Hellenic Conference colonies, such as local and/or national fraternities at Central Michigan University as have been approved by the CMU Pan-Hellenic Council.

Section 2. All members of the Central Michigan University Panhellenic Council must be Registered Student Organizations (RSO's) through the Office of Student Life. Sororities not complying with this stipulation will not be recognized by the Panhellenic Council and will give up voting rites until documentation or registration is presented to the Panhellenic President.

Article IV: Meetings

Section 1. Regular Meetings'. The Panhellenic Council shall meet weekly. Dates and times will be set by the end of the previous college semester. In case of the cancellation meetings, notice of cancellation shall be given in a timely manner.

Section 2. Special Meetings: The President, acting President, or CMU faculty members only when necessary may call special meetings.

Section 3. In case of the Panhellenic President not able to attend a meeting, the Executive Vice-President shall preside over the meeting.

Section 4. In order to transact business at any Panhellenic meeting, there must be a quorum of three-fourths delegates (Senior Representatives). If quorum is not established at any meeting, the business must be tabled until quorum is reached.

Article V: The Panhellenic Council

The administrative body of the Panhellenic Association at CMU shall be the Panhellenic Council at Central Michigan University.

It shall be the duty of the Panhellenic Council to administer all business related to the overall welfare of the Panhellenic Council at CMU and to compile rules governing the Panhellenic Council, including (but not inclusive to) recruitment, new member education, risk management, and scholarship, which do not violate the sovereignty, rights, and privileges of member women's fraternities.

Section 1. The membership of the Panhellenic Council shall be composed of one Senior

Representative from each member of the Panhellenic Council.

Section 2. Their respective women's fraternity chapter shall elect delegates to the Panhellenic Council.

Section 3. If any delegate is absent more than two times from a Panhellenic Council meeting in one semester, a letter from the Panhellenic Executive Board will be sent to the chapter president asking for the replacement of the .

Section 4. When a delegate vacancy occurs, it shall be the responsibility of the fraternity

concerned to select a permanent replacement within two meetings and to notify the Vice-President of Administration of the new delegate and also the following:

A. For Senior Representative replacements, notify the Executive Vice-President of the change before the next Pan-Hellenic Council meeting.

Section 5. The officers of the Central Michigan University Panhellenic Council shall serve as the executive board and shall have such powers and duties as described in the Bylaws of the Central Michigan University Panhellenic Council.

Section 6. The voting body of the Panhellenic Council at CMU shall be its Panhellenic Council.

A. The voting members of the Panhellenic Council shall be the Senior Representatives from each member women's fraternity. If the Senior Representative is absent, then the chapter President of the woman’s fraternity may vote on her behalf. If neither is present than that sorority will no be able to vote..

B. A three quarters majority of the voting members of the Panhellenic Council must be present at any meeting where voting to accept Associate Members to the Panhellenic Council at CMU, to establish recruitment rules, to establish total chapter size, and amend the Constitution and By-laws of the Panhellenic Council. A majority vote (50% plus 1) of chapters in attendance at the meeting shall be required to carry all other questions.

C. In case of a tie, the Panhellenic Executive Board, with the exception of the

President, shall vote by secret ballot. If a tie occurs from the Executive Board, the President shall cast the deciding vote.

Section 7. All members, in good standing with her member chapter, of the Panhellenic Council not serving on the Panhellenic Council shall have a voice, but only the Senior Representatives shall have a vote.

Article VI. Executive Board

Section 1. The Panhellenic Council at CMU shall have an Executive Board comprised of the President, Executive Vice-President, Vice-President of External Affairs, Vice-President of Recruitment, Vice-President of Finance, Vice-President of New Member Education, Vice-President of Scholarship, Vice-President of Risk Management, and Vice-President of Administration.

Section 2. The election of officers will be in accordance with the Central Michigan University Panhellenic By-laws.

Section 3. The officers shall serve for a term of one year. Each year, the term of office shall begin and end no later than the first Tuesday of December.

Section 4. The chief officer of the Panhellenic Council shall be the President. In case she

cannot fill her duties or in emergency situations, the chain of command is as follows:

1. Executive Vice-President

2. Vice-President of External Affairs

3. Vice-President of Finance

Section 5. The officers must:

A. Be an initiated member from a women's fraternity holding membership in the

Central Michigan University Panhellenic Council.

B. Fit the criteria for Executive Board Members as covered in the Central

Michigan University Panhellenic Council By-laws.

Section 6. Duties of Panhellenic Executive Board

A. Facilitate on a daily basis the smooth operation of the Panhellenic Council

with its purpose.

B. Oversee the function of any committee or event of the Panhellenic Council.

C. Cooperate with the Interfraternity Council, National Pan-Hellenic Council,

Greek Advisor, the Office of Student Life, and Central Michigan University

for the advancement of the Panhellenic Council.

Article VII. Panhellenic Advisor

Section 1. The Administration of Central Michigan University in consultation of with the Panhellenic Council shall choose the Panhellenic Advisor.

Section 2. She/he shall serve in an advisory role and capacity to the Panhellenic Council. Article VIII. Standing Committees

Standing Committees and Special Officers may be appointed, as necessary, to carry out the work of the Panhellenic Council at CMU. These individuals shall be appointed by the Panhellenic Council Executive Board to serve during the tenure in office of the board that appoints them.

Article IX: Agreements, Rules, and Policies

Section 1. All members of the Panhellenic Council shall act in accordance with fundamental rules established by the National Panhellenic Conference (NPC) in the Unanimous Agreements.

Section 2. All CMU Panhellenic Association rules and policies shall be in harmony with those established with the National Panhellenic Conference and Central Michigan University.

Article X: Violation

Section 1. Violations of any regulations of this Constitution, or its related By-lays, of

recruitment (both spring and fall) by-laws, of risk management policies, of the National Panhellenic Conference Unanimous Agreements shall be the occasion for penalties established by the CMU Panhellenic Council in conformity with those recommended by the National Panhellenic Conference.

Section 2. Any disputes out of the violation of the Central Michigan University Panhellenic

Council rules and regulations shall be adjusted through arbitration principles such as Greek Judicial Board or The CMU Judicial Process.

Section 3. All matters of the Greek Judicial Board shall remain confidential. Article XI: Hazing

Hazing is regarded as "any action or situation created intentionally whether on or off fraternity premises, to produce mental or physical discomfort, embarrassment, harassment, or ridicule. Such activities and situations include, paddling in any form, creation of excessive fatigue, physical and psychological shocks, quests and treasure hunts, road trips or any other such activities carried on outside the confines of the house; wearing apparel which is conspicuous and not normally in good taste; engage in pubic stunts and buffoonery, morally degrading or humiliating games and activities and any other actives which are not consistent with fraternal law, ritual, or policy or the regulation and policies of the educational institution."

Section 1. The above statement shall be used as a guideline, and may include, but is not limited to the items listed above.

Section 2. In the event that a chapter is suspected of hazing, the matter will be investigated through the Office of Student Life.

Article X: Amendments

Section 1. Any initiated member may introduce an amendment to this Constitution.

Section 2. A proposed amendment must be submitted in writing to the Panhellenic President or Executive Vice-President at least two meetings prior to the meeting which the vote is taken.

Section 3. Proposed amendments are adopted to this Constitution upon receiving three-quarters vote of quorum.
